Despite the war, Trembita is running and has already processed more than 1.8bn transactions<\/em><\/strong><\/p>\n\n\n\n

The EU4DigitalUA project presents its fourth quarterly report after the war outbreak concerning the operations of the Trembita system of electronic interaction between public electronic information resources of Ukraine (trembita.gov.ua). In Q4 of 2022, the Trembita system processed over 231 million transactions<\/strong>, totaling over 1.8 billion<\/strong> transactions since its launch.<\/p>\n\n\n\n

The Trembita system enables Ukrainian public bodies and local self-government bodies to establish safe information interactions via the Internet by exchanging electronic messages between their information systems. Since the start of the war, the EU4DigitalUA project \u2013 supported by the EU, has been contributing to a better protection of Trembita and the Ukrkainian public registers operating in this system. The participants of Trembita are 185<\/strong>\u00a0public governance bodies and local self-government bodies. 79<\/strong> electronic information resources (EIRs) are connected to the system now, which means a fourfold increase in their number in the 4th<\/sup> quarter.<\/p>\n\n\n\n

The<\/strong> <\/strong>motto<\/strong> <\/strong>and<\/strong> <\/strong>essence<\/strong> <\/strong>of<\/strong> <\/strong>Trembita<\/strong>: \u201c<\/strong>It<\/strong> <\/strong>is<\/strong> <\/strong>the<\/strong> <\/strong>data that shall run around, not people!<\/strong>\u201d<\/strong><\/p>\n\n\n\n

The system allows to transfer data from different public registers for citizens to obtain required public services. Trembita is based on the improved Estonian X-ROAD data exchange platform, which is the cornerstone of the digital society in Estonia and was adjusted to the needs of Ukraine with the assistance of the EU projects EGOV4UKRAINE<\/strong> (2016-2021) and EU4DigitalUA<\/strong> (2020-2024).<\/p>\n\n\n\n

Electronic<\/strong><\/em> <\/strong><\/em>interaction<\/strong><\/em> \u2014 <\/em>a<\/em> <\/em>process<\/em> <\/em>of<\/em> <\/em>data<\/em> <\/em>exchange<\/em> <\/em>between<\/em> <\/em>two<\/em> <\/em>electronic<\/em> <\/em>information<\/em> <\/em>resources<\/em> <\/em>via<\/em> <\/em>the<\/em> <\/em>software of recipients <\/em>(<\/strong><\/em>web customers)<\/strong><\/em> <\/em><\/strong>and senders<\/em> (<\/em><\/strong>web services<\/em><\/strong>)<\/em><\/strong>. <\/em>A<\/em> <\/em>transaction<\/strong><\/em> <\/em>in<\/em> <\/em>the<\/em> <\/em>Trembita<\/em> <\/em>system<\/em> <\/em>poses<\/em> <\/em>a<\/em> <\/em>complete<\/em> <\/em>cycle<\/em> <\/em>that<\/em> <\/em>includes<\/em> <\/em>sending<\/em> <\/em>an<\/em> <\/em>electronic<\/em> <\/em>request<\/em> <\/em>message<\/em> <\/em>from<\/em> <\/em>a<\/em> <\/em>web<\/em> <\/em>customer<\/em> <\/em>to<\/em> <\/em>a<\/em> <\/em>web<\/em> <\/em>service<\/em>, <\/em>its<\/em> <\/em>processing<\/em> <\/em>by<\/em> <\/em>the<\/em> <\/em>respective<\/em> <\/em>web<\/em> <\/em>service<\/em>, <\/em>delivery of an electronic response message from the web services and its further processing by the web customer<\/em>.<\/em><\/em><\/p>\n\n\n\n

This interaction serves data exchange concerning certificates and public entries for the monitoring of payments and benefits to citizens.<\/p>\n\n\n\n

      Electronic<\/strong> <\/strong>register<\/strong> <\/strong>of<\/strong> <\/strong>sick<\/strong>–<\/strong>leave<\/strong> <\/strong>certificates<\/strong> – <\/strong>Electronic<\/strong> <\/strong>healthcare<\/strong> <\/strong>system<\/strong>:<\/strong> over 8.3 million transactions. This interaction enables the implementation of the electronic service \u201cElectronic sick-leave certificates\u201d.<\/p>\n\n\n\n

      Automated<\/strong> <\/strong>enforcement<\/strong> <\/strong>system<\/strong> <\/strong>– <\/strong>Information<\/strong> <\/strong>and<\/strong> <\/strong>analytical<\/strong> <\/strong>platform<\/strong> <\/strong>for<\/strong> <\/strong>electronic<\/strong> <\/strong>verification<\/strong> <\/strong>and<\/strong> <\/strong>monitoring<\/strong>:<\/strong> over 4.4 million transactions. This interaction implements data exchange on enforcement orders for the monitoring of payments and benefits to citizens.<\/p>\n\n\n\n

      Register<\/strong> <\/strong>of<\/strong> <\/strong>insured<\/strong> <\/strong>citizens<\/strong> <\/strong>of<\/strong> <\/strong>the<\/strong> <\/strong>State<\/strong> <\/strong>Register<\/strong> <\/strong>for<\/strong> <\/strong>Mandatory<\/strong> <\/strong>State<\/strong> <\/strong>Social<\/strong> <\/strong>Insurance<\/strong> <\/strong>– <\/strong>State<\/strong> <\/strong>register<\/strong> <\/strong>of<\/strong> <\/strong>individuals<\/strong>–<\/strong>taxpayers<\/strong>: over 3.2 million transactions.       The analysis of the List of the Priority State Electronic Information Resources for the Implementation of Electronic Interaction mentioned in the Resolution of the Cabinet of Ministers of Ukraine No. 606 of 8 September 2016 \u201cOn Certain Issues Concerning Electronic Interaction Between Electronic Information Resources\u201d reveals the following data concerning the 21 registers:<\/p>\n\n\n\n

      – 18 registers are connected to the operations environment of the Trembita platform, the Single Register of State Property Objects is connected to the testing environment, the State Land Cadastre and the Register of VAT Payers are not connected yet;<\/p>\n\n\n\n

      –  almost all connected registers have active web services;<\/p>\n\n\n\n
