Enhanced public digital services ecosystem, improved interoperability, new integrated and 150 updated e-services, recognition of Diia.Signature in the EU, these are the main results of the European Union-supported DT4UA project presented today in Kyiv at the event ‘Shaping the Digital Path to the EU: Kyiv\u2013Tallinn\u2013Brussels’. <\/strong> <\/p>\n\n\n\n

The event brought together more than 150 representatives of Ukrainian government institutions, international organisations, Ukrainian and European experts to discuss the role of digitalisation in Ukraine\u2019s European integration process. Participants addressed the challenges Ukraine faces on its EU accession path and reviewed the DT4UA project outcomes. The event was organised by the e-Governance Academy, implementer of the DT4UA project.  <\/p>\n\n\n\n

\u201cOur mission is to build the most user-friendly digital state in the world for citizens and tech businesses. On this path, we are supported by reliable partners \u2014 notably, the European Union and the e-Governance Academy. Together, we have implemented dozens of joint initiatives within the DT4UA project \u2014 building digital infrastructure and developing convenient e-services for millions of Ukrainians. I\u2019m grateful for the consistent support and our shared belief in digitalisation as a tool for change,\u201d<\/em> said Mykhailo Fedorov<\/strong>, Vice Prime Minister for Innovation, Education, Science and Technologies \u2013 Minister of Digital Transformation of Ukraine. <\/p>\n\n\n\n

During the event, representatives of Ukrainian authorities, together with DT4UA experts, identified priority actions for further digital integration with the EU. Discussions focused on key areas of European integration: electronic public services, interoperability of state registries, cybersecurity, electronic identification, and trust services. These efforts will form the foundation of Ukraine\u2019s digital integration with the EU and will enable future cross-border services and digital interaction with EU Member States. <\/p>\n\n\n\n

\u201cAt the Ministry of Digital Transformation, we believe that strong partnerships are the foundation of effective development of a digital state. Within the DT4UA project, together with the European Union and the e-Governance Academy, we have launched new digital services, modernised state registries, enhanced cybersecurity, and ensured the technical compatibility of key systems with EU standards.<\/em><\/p>\n\n\n\n

We are grateful to our partners for the trust, expertise, and consistent support that made this progress possible, even in the context of a full-scale war. Today, millions of Ukrainians use services developed through this cooperation. Thanks to Diia.Signature, citizens can digitally sign documents that are recognised across the European Union \u2014 and Ukraine has become the first non-EU country whose signature meets eIDAS requirements. We are also contributing to the development of the European Digital Identity Wallet, as part of our steady progress toward digital integration with the EU,\u201d<\/em> said Valeriya Ionan, Deputy Minister for Eurointegration at the Ministry of Digital Transformation of Ukraine.<\/p>\n\n\n\n

\u201cDigital transformation is a key to resilience, prosperity, and integration with the European Union. At a recent screening meeting, the European Commission acknowledged the significant progress achieved by Ukraine, particularly in implementing European standards for e-identification, trust services, and interoperability, thanks to the work of the Ministry of Digital Transformation. The DT4UA project has been an important catalyst for these changes, helping transform strategic intentions into tangible technological solutions that bring Ukraine closer to the EU Digital Single Market,\u201d<\/em> said Asier Santill\u00e1n<\/strong>, Head of Section for European Integration, Good Governance, Rule of Law and Civil Society at the Delegation of the European Union to Ukraine. <\/p>\n\n\n\n

The event showcased the results of the DT4UA project, which, since 2022, has implemented dozens of initiatives supporting the development of Digital Ukraine. With support from the European Union, the e-Governance Academy and the Ministry of Digital Transformation have developed Ukraine\u2019s digital infrastructure and ecosystem of public e-services development under the project. Achievements include the creation of a new, improved version of the Trembita data exchange system that will accelerate data exchange between registers and foster the development of digital services. Moreover, interoperability of over ten state registries was enhanced. A new Personal Data Access Monitoring Module has also been launched and it will allow citizens to access information on who, when, and why used their personal data.  <\/p>\n\n\n\n

“Since 2012, the e-Governance Academy (eGA) team has been actively contributing to Ukraine\u2019s digital transformation. We are especially proud to have developed sustainable digital solutions supported over the years by the European Union \u2014 such as the Trembita data exchange system and the Vulyk system for Administrative Service Centres.  These systems were originally created under the EGOV4UKRAINE and EU4DigitalUA projects and have continued to evolve within the DT4UA initiative. To date, Trembita alone has enabled more than 12 billion transactions and saved millions of hours for both citizens and public officials. It\u2019s a true example of how technology can improve people\u2019s lives \u2014 because with Trembita, it\u2019s the data that moves, not the people,\u201d <\/em>said Hannes Astok<\/strong>, Executive Director of the e-Governance Academy. <\/p>\n\n\n\n

The project has enabled updates to 150 services on the Diia portal and mobile app. DT4UA has also launched new integrated services, including two major innovations: e-Entrepreneur<\/em>, which has already helped thousands of Ukrainians start their own business, and uResidency<\/em>, a programme enabling foreign entrepreneurs to conduct business in Ukraine online. Other new digital solutions \u2014 such as postponement of military service through Reserv+<\/em> or the automatic granting of participant in the hostilities status \u2014 demonstrate that even in wartime, digital services can remain effective, accessible, and human-centred.Additionally, thanks to DT4UA,  <\/p>\n\n\n\n

Ukrainian trust services are harmonised with eIDAS requirements, and the Ukrainian Diia.Signature can be used to sign documents with EU partners. It paves the way for broader access to cross-border digital services \u2014 such as signing contracts, or accessing public services in both the EU and Ukraine \u2014 without the need for physical presence. <\/p>\n\n\n\n

The DT4UA project is funded by the European Union and implemented from November 2022 to December 2025 by the e-Governance Academy (Estonia) in cooperation with the Ministry of Digital Transformation of Ukraine.
