The new functionality concerns the issuance of a veterinary licence within the ePermit system.<\/p>\n\n\n\n<p>ePermit is a state platform for submitting and processing applications for permits and licences.<\/p>\n\n\n\n<p>When an entrepreneur submits an application via the Diia app or portal, ePermit works behind the scenes: it checks the documents, assists state experts in making a decision, and sends the result back to Diia. The Ministry of Economy, Environment and Agriculture of Ukraine was responsible for developing the system \u2013 from updating procedures to designing the technical logic and integrating the AI module. The Ministry of Digital Transformation created the business interface in Diia. The project is funded by the&nbsp;<strong>European Union<\/strong>&nbsp;within the<strong>&nbsp;EU4DigitalUA&nbsp;<\/strong>project.<\/p>\n\n\n\n<p>The new AI module automatically checks whether the submitted documents contain all the required information and identifies any errors or inconsistencies. This reduces the number of rejections, speeds up application processing, and allows state experts to focus on cases that genuinely require their attention. All processing takes place within protected state infrastructure, without using external cloud services or transferring data abroad, in full compliance with current information security standards.<\/p>\n\n\n\n<p><em>\u201cWe are building a state that does not simply digitise paperwork, but changes the very logic of interaction with people. The AI module for licences is an example of how technology can serve citizens while keeping data within the country,\u201d said First Deputy Prime Minister and Minister of Digital Transformation of Ukraine,&nbsp;<strong>Mykhailo Fedorov<\/strong>.<\/em><\/p>\n\n\n\n<p><em>\u201cThis technology relieves state experts of routine checks and gives them more time for what is truly important. For business, this means less bureaucracy and a faster start; for the state, it means higher-quality decisions,\u201d said&nbsp;<strong>Oleksii Sobolev<\/strong>, Minister of Economy, Environment and Agriculture of Ukraine.<\/em><\/p>\n\n\n\n<p><em>\u201cIn the public sector, there are tasks that no one wants \u2013 or should \u2013 do manually, yet they critically affect the outcome. The AI module takes on this layer of work, enabling experts to make decisions more quickly and confidently,\u201d added&nbsp;<strong>Oleksandr Tsybort<\/strong>, Deputy Minister of Economy for Digital Development.<\/em><\/p>\n\n\n\n<p><em>&#8220;The European Union is proud to support Ukraine in pioneering innovative public services that put citizens and businesses first. This AI-powered solution in the ePermit system demonstrates how technology can reduce bureaucracy, increase efficiency, and strengthen trust in public institutions \u2013 all while meeting the highest standards of data protection&#8221;, said&nbsp;<strong>Asier Santill\u00e1n Luzuriaga<\/strong>, Head of Section for European Integration, Governance, Rule of Law and Civil Society of the EU Delegation to Ukraine.<\/em><\/p>\n\n\n\n<p>During development, the team faced several challenges: documents varied in quality and often contained handwritten notes; real data could not be used to train models; and computing resources in Ukraine were limited. To address these issues, the developers adopted a hybrid approach, combining open models, synthetic data, and adaptive algorithms created specifically for the needs of the public sector.<\/p>\n\n\n\n<p><em>\u201cOne of our key goals with Gemma is to enable developers, researchers and government agencies \u2013 such as the Ministry of Economy of Ukraine \u2013 to create truly cutting-edge solutions based on open source. The ePermit system is a prime example of how Gemma\u2019s high-performance models are helping creators around the world solve real problems for real people,\u201d said&nbsp;<strong>Tris Warkentin<\/strong>, Director of Product Management at Google DeepMind.<\/em><\/p>\n\n\n\n<p>The launch of the AI module for veterinary licences is just the first step.
