The European Union supports the update of the Unified State Register: Ukrainian registers on track towards EU standards

With the support of the European Union through the DT4UA project, implemented by the e-Governance Academy (eGA), the Ministry of Justice of Ukraine, in collaboration with the State Enterprise National Information Systems, has updated the software of the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organisations (USR). This represents another step toward integrating Ukraine’s digital infrastructure with the EU.

The EU-funded project provided expert and financial support, which made it possible to modernise the functionality of the USR and bring it closer to European interoperability standards.

The modernised register makes doing business in Ukraine more transparent and straightforward. This technical improvement also strengthens investor confidence and brings Ukraine closer to European markets.

“The European Union supports the modernisation of Ukrainian state registers, as this is the basis for a transparent and efficient digital state. This brings Ukraine closer to European standards and strengthens its integration into the EU’s digital single market,” said Asier Santillan Luzuriaga, Head of Governance, Rule of Law, European Integration and Civil Society at the European Union Delegation to Ukraine.

During the update, electronic registers are gradually being refined for further compatibility with EU registers and information systems. In particular, the USR now generates a European Unique Identifier (EUID), which is valid in the European Union and will facilitate the identification of branches and representative offices of foreign companies registered in Ukraine, and will subsequently allow this information to be exchanged with European platforms, in particular with the BRIS (Business Registers Interconnection System). This is a European system connected to the national business registers of EU member states, which enables the retrieval of information about companies from various countries.

“For over a decade, eGA has supported Ukraine’s digital transformation. Modern, integrated registers and improved data exchange reduce bureaucracy, making it easier for foreign companies to operate in Ukraine. This is another milestone in our ongoing collaboration with Ukraine and contribution to Ukraine’s reconstruction,” said Hannes Astok, Executive Director of the e-Governance Academy. 

Another important improvement is the enhanced information exchange between the Unified State Register (USR) and the State Tax Service (STS) through an API that uses the Trembita system. Thanks to the USR upgrade, data on separate divisions of legal entities established under foreign legislation is now shared with the STS more quickly and accurately. This speeds up data processing, reduces the risk of errors, and simplifies operations for foreign companies operating in Ukraine.

In addition, the USR’s technical functionality has been upgraded, making it easier to register, modify, or terminate the activities of branches and representative offices of foreign companies.

Functionality for registration of foreign company branches in Ukraine and the improved data exchange between the USR and the State Tax Service have been developed with expert and financial support from the EU through the DT4UA project, implemented by the e-Governance Academy (Estonia).
