As part of the e-Permit initiative, businesses can now submit a declaration of compliance of the material and technical base with labor protection requirements as a separate service on the Diia portal. The e-Permit project is implemented by the Ministry of Economy of Ukraine in partnership with the Ministry of Digital Transformation of Ukraine, and is funded by the European Union through the EU4DigitalUA project, implemented by FIIAPP.
This service also remains part of the comprehensive public service “e-Entrepreneur”. Previously, registering this document could take up to five days, but now it can be submitted online in just seconds.
Deputy Minister of Economy of Ukraine for Digital Development, Digital Transformations, and Digitalisation, Oleksandr Tsybort, stated: “We always strive to make every new service more convenient and accessible for businesses. Every improvement on the portal is a step towards ensuring fast and efficient interaction with government authorities. In 2024 alone, 12,612 declarations were registered, indicating a high demand for the service and its importance for businesses.”
The declaration of compliance of the material and technical base is a mandatory document for enterprises operating heavy machinery and mechanisms, which must be submitted to the State Labor Service. In the past, incorrectly filled declarations were often returned, requiring applicants to start the process over.
With e-Permit, submitting an incorrectly completed declaration is impossible. The system automatically detects errors during the completion process and prompts users to correct them immediately. If the system accepts the declaration, no rejections will occur.

The smooth integration of the declaration of compliance of the material and technical base into the Diia portal simplifies the process for businesses. How to Use the Service:
1. Log in to the Diia portal;
2. Navigate to the “Service Catalog” section → “Business” → “Licenses and Permits” / “Extracts and Certificates” / “Entrepreneurship”;
3. Select the service for submitting a declaration of compliance of the material and technical base with labor protection requirements from the available services;
4. Complete the application for the electronic public service and sign it.
Background
The decision to launch the e-Permit was adopted by the Government at a meeting on July 5, 2024. Entrepreneurs will be able to quickly submit applications and obtain permits, pay for administrative services, clarify information about the enterprise, etc.
