eDozvil (e-Permit): businesses will be able to obtain licenses and permits via Diia portal

The Ukrainian Government made the decision to launch a pilot project to introduce the Unified State Electronic Licence System called eDozvil (e-Permit). Soon, on the Diia portal, Ukrainians will be able to complete the full cycle of procedures for issuing permits and licenses—without queues and in just a few clicks.

EU4DigitalUA experts participated in the creation and development of the eDozvil system. With eDozvil, entrepreneurs will be able to:

– Submit applications for obtaining, restoring, suspending, or canceling licenses, as well as expanding or narrowing business activities
– Inform authorities about changes in the documents and information attached to the application
– Create and submit declarations of compliance of the material and technical base with labor protection legislation
– Receive information about the status or results of the consideration of electronic documents
– Pay for administrative services
– Complain about the actions of the licensing body regarding its violation of licensing legislation

To receive these business documents, it will be enough to submit an online application through the Diia portal. At the first stage, declarations in the field of labor protection will be available, from September it will be possible to obtain a license for veterinary activities. The list of services will gradually expand, and the eDozvil functionality will also be available within the e-Entrepreneur complex service.

The project is implemented by the Ministry of Economy of Ukraine together with the Ministry of Digital Transformation of Ukraine and is financed by the European Union within the framework of the EU4DigitalUA project implemented by FIIAPP, as well as the DT4UA project implemented by the E-Governance Academy of Estonia. Consultative support for the development of regulations for the system is provided by the EU4Business: SME Policies and Institutions Support (SMEPIS) project, implemented by Ecorys in a consortium with GIZ Ukraine, the BRDO Effective Regulation Office, and Civitta with the financial support of the European Union.
