eDozvil (e-Permit) to be operational from September 18: the first service available for businesses

The Unified State Electronic System of Permit Documents eDozvil (e-Permit) will begin operations on September 18, offering its first electronic service for entrepreneurs. The e-Permit project is financed by the European Union in Ukraine as part of the EU4DigitalUA project, implemented by FIIAPP.

This announcement was made by Yulia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine, during the event “Ukraine’s Economic Policy: Reconstruction Amidst War” in Kyiv.

“We are launching the e-Permit system. In just two days, entrepreneurs will be able to access a service for registering a declaration of compliance regarding labor protection requirements on the Diia portal. This is part of the comprehensive e-Entrepreneur service. Previously, declarations were processed by the State Labor territorial center within five days. Now, businesses can submit them quickly and conveniently with a single click, while the e-Permit system will automatically verify and register the declaration,” said Yulia Svyrydenko.

This service is especially useful for enterprises operating heavy machinery and equipment. Last year, over 13,200 entrepreneurs submitted such declarations, and nearly 8,000 did so between January and July 2024. Previously, documents were sometimes returned if information was missing, requiring businesses to restart the process, which caused delays.

With the e-Permit system, the submission process will be automated. The system will check the completeness of the information and highlight any missing fields. If all fields are correctly filled, the declaration will be automatically accepted without the risk of rejection.

According to Yulia Svyrydenko, the government is working to expand the list of services available through e-Permit. At a government meeting on September 13, a new service was added: the conclusion from the Ministry of Economy, which grants the right to extend deadlines for export-import transactions.

“We have expanded the range of services available through e-Permit. Entrepreneurs will soon be able to obtain conclusions that extend deadlines for payments related to export and import operations. Until now, this process was conducted on paper. Soon, submitting documents will take just one hour instead of several days,” said Svyrydenko.

This new service will launch in October and will also be available on the Diia portal.

Extensions can apply to complex technical imports or transactions requiring extended timelines, such as military goods or items ordered through international tenders. In 2023, the Ministry of Economy issued 1,500 such extensions, with nearly 600 issued in the first half of 2024.

Once the submission process moves online, businesses will have the opportunity to proactively correct application errors. The system’s algorithm will flag incorrectly filled fields, and if attached documents don’t meet requirements, entrepreneurs will quickly receive feedback from Ministry of Economy experts through Diia. This will allow faster correction of errors, avoiding the need to resubmit applications.

Oleksandr Tsybort, Deputy Minister of Economy for Digital Development, Digital Transformation, and Digitization, added that the Ministry plans to fully digitise all permits and licenses.

“Our ambitious long-term goal is to have the Ministry of Economy issue 100% of permits and licenses in electronic format, with an average processing time of just one working day,” Tsybort said.

The decision to launch e-Permit was made at a government meeting on July 5, 2024. Entrepreneurs will be able to submit applications, obtain permits, pay for administrative services, and update enterprise information quickly and easily. Initially, the Ministry of Economy aims to digitise the eight most common permits and licenses.

The e-Permit project is implemented by the Ministry of Economy of Ukraine in partnership with the Ministry of Digital Transformation of Ukraine and is funded by the European Union through the EU4DigitalUA project, implemented by FIIAPP.

Advisory support for the development of regulations is provided by the EU4Business: SME Policies and Institutions Support (SMEPIS) project, implemented by Ecorys in partnership with GIZ, BRDO, and Civitta, with financial support from the European Union. The “Supporting Digital Transformation” project, funded by USAID and UK Dev, provides full-cycle implementation of e-Permit. The Office of Effective Regulation (BRDO) is a project partner.
