Until January 2020, he served as the Deputy Head of the State Agency for Electronic Governance of Ukraine. The Agency played a key role in developing core areas of electronic governance and served as the foundation for establishing the Ministry of Digital Transformation of Ukraine.

During his tenure at the Agency, he oversaw the development of state systems such as the TREMBITA interoperability system, the implementation of electronic services, the modernisation of the national open data portal, and the standardisation of document flow within executive bodies. To ensure the successful execution of these projects, he was responsible for coordinating efforts among government entities, state administration bodies, international technical assistance projects, and other stakeholders.
