Ukraine has launched its first state service using artificial intelligence for the automatic preliminary verification of documents. The new functionality concerns the issuance of a veterinary licence within the ePermit system.
ePermit is a state platform for submitting and processing applications for permits and licences.
When an entrepreneur submits an application via the Diia app or portal, ePermit works behind the scenes: it checks the documents, assists state experts in making a decision, and sends the result back to Diia. The Ministry of Economy, Environment and Agriculture of Ukraine was responsible for developing the system – from updating procedures to designing the technical logic and integrating the AI module. The Ministry of Digital Transformation created the business interface in Diia. The project is funded by the European Union within the EU4DigitalUA project.
The new AI module automatically checks whether the submitted documents contain all the required information and identifies any errors or inconsistencies. This reduces the number of rejections, speeds up application processing, and allows state experts to focus on cases that genuinely require their attention. All processing takes place within protected state infrastructure, without using external cloud services or transferring data abroad, in full compliance with current information security standards.
“We are building a state that does not simply digitise paperwork, but changes the very logic of interaction with people. The AI module for licences is an example of how technology can serve citizens while keeping data within the country,” said First Deputy Prime Minister and Minister of Digital Transformation of Ukraine, Mykhailo Fedorov.
“This technology relieves state experts of routine checks and gives them more time for what is truly important. For business, this means less bureaucracy and a faster start; for the state, it means higher-quality decisions,” said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.
“In the public sector, there are tasks that no one wants – or should – do manually, yet they critically affect the outcome. The AI module takes on this layer of work, enabling experts to make decisions more quickly and confidently,” added Oleksandr Tsybort, Deputy Minister of Economy for Digital Development.

This AI-powered solution in the ePermit system demonstrates how technology can reduce bureaucracy, increase efficiency, and strengthen trust in public institutions – all while meeting the highest standards of data protection”, said Asier Santillán Luzuriaga, Head of Section for European Integration, Governance, Rule of Law and Civil Society of the EU Delegation to Ukraine.
During development, the team faced several challenges: documents varied in quality and often contained handwritten notes; real data could not be used to train models; and computing resources in Ukraine were limited. To address these issues, the developers adopted a hybrid approach, combining open models, synthetic data, and adaptive algorithms created specifically for the needs of the public sector.
“One of our key goals with Gemma is to enable developers, researchers and government agencies – such as the Ministry of Economy of Ukraine – to create truly cutting-edge solutions based on open source. The ePermit system is a prime example of how Gemma’s high-performance models are helping creators around the world solve real problems for real people,” said Tris Warkentin, Director of Product Management at Google DeepMind.
The launch of the AI module for veterinary licences is just the first step. Its success will serve as the foundation for expanding digital licensing and permitting procedures in Ukraine.
The project is a joint effort between the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry of Digital Transformation of Ukraine, and Google DeepMind, with financial support from the European Union under the EU4DigitalUA project, implemented by FIAP.
