Tremb ita.gov.ua – report for the 2nd quarter of 2024

Trembita operates despite the war and has already completed 6.2 billion transactions

The DT4UA project presents the second quarterly report in 2024 on the operation of the Trembita system of electronic interaction of state electronic information resources of Ukraine (trembita.gov.ua). In the second quarter of 2024, Trembita carried out more than 790 million transactions. In total, as of 30 June, the system has completed more than 6.2 billion transactions since its launch.

“Trembita allows Ukrainian government agencies and local governments to build secure interagency information interactions via the Internet by exchanging electronic messages between their information systems. After the outbreak of the war, the DT4UA project, supported by the European Union, helped to strengthen the security of Trembita and the Ukrainian state registers that operate within the system. Trembita’s members include 238 state and local authorities, and 141 electronic information resources (EIRs) are connected to the system, with sixteen more in the first quarter.

The slogan and essence of Trembita: ‘Data should run, not people!’

“Trembita allows data to be transferred from various state registers so that people receive the necessary services. The basis of this system is the advanced Estonian data exchange platform X-ROAD, which is the foundation of the Estonian digital society and has been redesigned for the needs of Ukraine with the assistance of the European Union projects EGOV4UKRAINE (2016-2021), EU4DigitalUA (2020-2024) and DT4UA.

Electronic interaction is the process of exchanging data between two electronic information resources through the software systems of the recipient (web clients) and the supplier (web services). A transaction in the Trembita system is a completed cycle of sending an electronic request message from a web client to a web service, processing it by the web service, receiving an electronic response message from the web service by the web client, and then processing it by the web client.

The DT4UA project has identified 18 indicators to monitor the current state of the Trembita system and the electronic information resources (EIRs) connected to it:

The analysis also shows that, in addition to interactions with Diia, interactions are also established between other PIIs, with the largest number of transactions between:

Register of Insured Persons of the State Register of Compulsory State Social Insurance – Departmental Information System of the State Demographic Service: over 62 million transactions. This interaction ensures verification of the residence registration of applicants or recipients of subsidies.

Information and Analytical Platform for Electronic Verification and Monitoring – State Register of Civil Status Acts: over 59 million transactions. This interaction provides information on marriage, divorce and childbirth certificates and records for monitoring state payments.

Register of Insured Persons of the State Register of Compulsory State Social Insurance – State Register of Individuals – Taxpayers: over 25 million transactions. This interaction enables the verification of an individual’s registration data processed by the Register of Insured Persons and information on sources of income.

Information and analytical platform for electronic verification and monitoring – Automated system of enforcement proceedings: over 13 million transactions. This interaction allows for checking the existence of enforcement proceedings when monitoring state payments.

Unified Social Information System – State Register of Individual Taxpayers: over 12 million transactions. This interaction is used to verify information about a person and their income contained in the State Register of Individual Taxpayers.

The analysis of the List of priority state electronic information resources for the introduction of electronic interaction, which is specified in the Resolution of the Cabinet of Ministers of Ukraine No. 606 of 08 September 2016 ‘Some issues of electronic interaction of electronic information resources’, showed some changes in the second quarter of 2024 in the direction of setting up information interactions of priority state electronic information resources compared to the first quarter of 2024, namely, it is clear that out of 21 registers

18 out of 19 connected registers have electronic information interactions, except for the Unified State Register of Vehicles, including active web services, i.e. in the second quarter of 2024, the State Register of Movable Property Encumbrances and the State Land Cadastre started active information interaction.

19 registers are connected to the industrial environment of the Trembita platform, while the Unified Register of State Property Objects is connected to the test environment, and the Register of Value Added Tax Payers is not yet connected.
