Institutional strengthening and capacity development (FIIAPP)

Institutional strengthening of key state authorities is crucial for advancing electronic public services and developing new digital services in Ukraine. Within Component 2, EU4DigitalUA plays a significant role in this process by assisting in the development and harmonisation of Ukraine’s digital regulatory framework with EU standards. Moreover, the initiative supports Ukraine’s integration into the Digital Economy and Society Development Index (DESI) and backs projects like CDTO Campus and “Updated Informatics – IT-studios”, which aim to modernise the computer science curriculum in Ukrainian schools.

Project experts provide legal support to its beneficiaries by analysing existing policies and regulations, and drafting proposals for legislative changes in the realm of digital transformation, including those relevant during martial law. Through the EU4DigitalUA Project, Ukraine’s capacity to meet the responsibilities associated with EU membership is significantly enhanced, particularly in critical areas such as critical infrastructure protection, cybersecurity, AI sandboxing, and the development of a new concept and strategy for the national informatisation program.

As part of this Component, EU4DigitalUA experts also engage in capacity-building activities, developed in cooperation with the SSSCIP and the Ministry of Digital Transformation of Ukraine. These activities encompass a range of training and educational programs, including seminars, tabletop exercises (TTX), international conferences, and courses on topics like cybersecurity, cyber resilience, and critical infrastructure protection, among others. Furthermore, the Project fosters international cooperation, working alongside institutions such as Spain’s CNPIC, CCN, and INCIBE, among other international organisations.
